repeat-laden packet so that you have to write too many
replacements for that packet. (Assuming you have to use all
packets.)
In general, delete from whichever packet
can better weather the excision. Even if a question
on X from Packet A is superior to that from Packet
B, if the question from Packet B is superior to the
rest of the questions in that packet, choose the one
in packet B.
I would guess that easy
questions would be more likely to be repeated, so option B
will probably end up making the tournament harder.
