Peter -- The simple answer is that NAQT believes that it is *possible* for a team to have such magnificent statistics that there is good reason to believe that they would do much better at the ICT than its overall finish at the SCT would indicate. Prior to 2000, our criteria for determining this was too generous and this was adequately demonstrated (and we were adequately taken to task for it). We've since revised the weights to make it substantially more difficult. If a significant number of players and coaches feel that it is situation that should never, ever happen regardless of the statistics involved, I'm certain that we would give that policy strong consideration for 2003-2004. -- R.
