I know Bonanza Bus runs routes from T.F. Green outside Providence to South Station is Boston, which connects to the whole city via the MBTA. Bonanza's site should have schedules -- http://www.bonanzabus.com/ This is in addition to the straight commuter rail service Edmund mentioned, which I would guess stops in downtown Providence as opposed to the airport, which is a good distance from downtown. I can't speak for Manchester having shuttles, since I've never flown through there. I'd check with someone like Vermont Transit or Peter Pan Bus Lines.
