This was an unfortunate consequence of the process that we used to
make sure that the questions that were used in both Division I and
Division II appeared in the same packets. You are absolutely correct
to criticize this (on a number of grounds) and it will certainly be
corrected before the 2004 ICT. I just hope that, at the 2003
tournament, the advantage of having the questions properly matched
between divisions outweighed the irritation of truly random (and
therefore occasionally streaky) question ordering.
