Of course you can turn away people away on the grounds that they don't
want to be on TV. The NCAA Basketball tournament wouldn't make an
exception for a team which (for whatever obscure reason) doesn't want to
be on TV.

What if the TD announces in advance that there will be a professional
documentary filmmaking crew present, AND all players are expected to
cooperate?  This would turn away those who want to maintain their
privacy, or their principles, or whatever, but it could also be the
deciding factor in attracting others who enjoy the limelight. 
(Disclaimer:  I wasn't at this tournament, and this is the first I've
heard of the situation.)  This might have been one of the reasons why
that national competition rebuffed the filmmakers:  not all the
players might have welcomed it, and you can't exactly turn people away
from a national tournament on such grounds.
