It is definitely hard to divide teams. I recommend dividing by area
of expertise, aka too many cooks. Our school forced us to make a
constitution and such, and it came in handy in having a rule in this
instance. My advice to you is to see how valuable the person is to
your team before making severe accomadations or losing sleep over
it. Nobody likes a system that's unfair, but nobody likes a whiner
either.
