Some questions re: ICT power matching

In the announcement for the ICT, NAQT has
stated:
<<Power matching will be done on the basis of the
sum
of a team's opponents' winning percentages minus the
team's own losses.>>

This raises a couple
of interesting questions:

(1) After teams are
so ranked, what are the criteria for determining
which teams play one another?

Example: Suppose 5
teams finish at 6-0. One of those teams must then play
a 5-1 team in Round 7, and hence be penalized in
the standings. How is that team
determined?

(2) In the power matching rounds, do records keep
changing even after two teams play? 
Example: let's say
that Team A and Team B are both 4-2 after round 6, and
they play each other in Round 7. Team B loses that
round, and every subsequent round. Which record counts
for Team A? The 4-2 when they played Team B, or the
4-7 record Team B ends up with at the end of round
11? Or is it something else entirely?
