I know regions are constrained by rooms and
staff. When Region 7 went to a full round robin, we
played about 15 out of 20 rounds, with byes because they
had only so much staff and only so many rooms
reserved. Regionals tend to be in the nicer buildings which
probably have higher fees associated with them.
