On the one hand, Jon is right that asking teams
to pre-randomize packets saves the TD
work.
OTOH, it is also much easier to have off-kilter
distributions when the packets are randomized, because it
doesn't show up as easily (there was at least one packet
that, upon de-scrambling, had some serious
deficiencies). It's also a bit of a pain when you're combining
packets....
