Registration is currently slated to begin 1 October 2001, in an attempt to be fair to those schools that start late in September.] While the appearance of the guidelines has changed drastically since Penn Bowl 10, the guidelines themselves are largely identical. There are only two major changes from last year. (1) The packet requirement for schools sending only one team is now 21/21, instead of 20/20 [RMP and Fine Arts now comprise 4/4 v. 3/3 last year]. The requirement for schools sending more than one team remains 36/36. (2) The packets at PB10 ended up somewhat harder than we would have liked. Therefore, we are asking teams to write packets in a way that should allow for higher scores while still offering challenges to the best teams. [The TU conversion rate was 72%, and the bonus conversion rate 42%. We are aiming for 83-87% on the TUs and 50-55% on the boni.] [There are other minor changes to prevent problems that crept up repeatedly last year, or to make our intentions more clear.] Over the last three years, we have come to realize that the distribution will not please everyone, although last year's seemed to be an improvement over years past.
