Well, in high school there are two. Not surprisingly, they're run mostly by college players/alumni of HS comp teams: NAQT HSCT uses a three-tossup tiebreaker (off the clock) IIRC. PACE NSC uses a three-tossup tiebreaker with reboundable bonuses for a match tiebreaker. Both have employed mini-matches for the purposes of breaking record ties to qualify for playoff standing. I have also employed once upon a time a sudden-but-no-death-by-interrupt-penalty rule. High School Celebrity Shoot is non-buzzer, so individual matches that are tied must be resolved with the reading of further questions until one person of the two writes down the correct answer. Most of the other nationals that I'm aware of use sudden death. The use of tiebreakers is completely at the discretion of the tournament directors themselves. Just for the ease of getting things done quickly and not writing so many questions, sudden death is usually the procedure. If the TD perceives enough interest in changing the procedure, then if he/she is receptive and able, it could be changed. There are other factors, but these are the ones I have used... except for a championship match tie being resolved by a second game. :)
