While, yes, there are a few ways to arrange words
to communicate the same thing, and yes, while people
do lift phrases or sentences from sources when
writing questions, there should be a fair amount of
variability between (1) clues, (2) how they are arranged, and
(3) how they are presented when it comes to writing
pyramidal-style questions. There are only so many ways to write a
question that consists solely of "Who wrote Moby Dick" (or
other very short bonus parts) but with three-sentence
length tossups, one should be able to construct a
question featuring different material for two questions on
the same topic.

Again, one cannot copyright
facts. If one uses primary or good secondary sources
when writing questions, there is not much one can
do.

Of course, the main point isn't that there is
plagiarism involved, but that people are paying top dollar
for plagiarized questions which are freely accessible
by other means. However, aside from that point, I do
think that not too many high school coaches out there
really care about this issue... even some of the best
coaches out there.
