College quizbowl has periodically conducted national ranking polls. Context suggests that the first one was in the 1992-1993 season. Before the unified poll, there were separate "ACF Top 15" and "College Bowl Top 20" polls. Debate over how to rank teams relative to the wildly varying formats of the 1990s was a constant feature at the time.
Polls have been conducted at least three times a year since 1992, but not all of them are preserved in the archives of the various communications fora.
