I honestly don't see a reason why HBCU's shouldn't be allowed to compete in both College Bowl and HCASC if they want to. And it is possible that some HBCU's don't want to compete against anyone that is a non-HBCU, but recent history suggests otherwise: this year alone South Carolina State attended attended USC's MASER tournament and Jackson State posted to the board looking to find tournaments in the Mississippi area. Morehouse had also apparently shown interest in attending TRASH Regionals, COTKU, and UGA's Junior Bird this year. There are HBCU's out there who want to play on the circuit and are trying.
