I don't know whether R. Hentzel will do any sort of official statement about that change (by vote of our ICT committee), but unofficially from me: The number of teams, both overall and in each division, has never been promised as anything in particular. There has been a change in the divisional classification of teams participating in sectionals, as follows: 1998: 97 teams played in Div. I, and 38 in Div. II. Including those off the waitlist, we eventually issued ICT invitations to 49% of the D1 teams playing in SCTs, and to 39% of the D2 teams. 1999: 77 teams played in Div. I, and 40 in Div. II. Invitations eventually went to a whopping 65% of the D1 teams playing in SCTs, and to 45% of the D2 teams. We also wrote a harder-than-intended question set for the ICT, which (our statistics tell us) was nonetheless handled fine by the top portion of the D1 field, but not so well by the lower portion. Generally speaking, we'd like to have our ICT field more selective than a 65% acceptance rate. 2000: 77 teams played in Div. I and 65 in Div. II.
