You have enough packets to run a basic 12-team double-bye round-
robin (which would require 13 rounds--11 games and two byes for each
team), plus a two-packet playoff. An additional packet would allow
you to run your playoffs as 2-out-of-3, so yes, I guess a 16th or
17th packet would help.
