(Though I am not the tournament director, I was present when we hammered out the format, so I can speak with some authority) Cornell doesn't want to host a tournament as difficult or challenging to younger players as the Terrapin. But we are hosting an untimed, full round-robin, question-submission tournament w/o power tossups. AFAIK, that is "modified ACF" format. (I can't think of a better way to describe it.) We are not trying for ACF difficulty, just their general style of gameplay. Please understand that distinction. While an ACF tournament would probably be too difficult for most inexperienced players, there is no reason younger players cannot be competitive and have a good time at the Big Red Royal Rumble.
