If someone is intentionally showing off, a
misconduct warning should be issued by the reader/moderator
and upheld (if appealed when appropriate) by the
tournament
director.

This is a tough issue because the ajudication can be
so subjective. How does one differentiate
between:
A) a player giving an incorrect answer to inject
humor into a lopsided game
B) a player giving a long
answer to run out clock
C) a player giving a long
blitz just to make sure they hit the correct
answer
D) a player appears to be showing off just because
they are excited that the subject came up
There
are a host of reasons that this type of ruling could
be problematic. I'd worry that judgements might
become too subjective, capricious, or influenced by
personalities rahter than actualities. We can't always read
minds.
