We would like to provide an experienced and quality staff for the tournament. For this reason, WUSTL did not send a Division I team to Iowa, because that team would consist of the very members most needed to interface with NAQT and lead the running of the tournament on our side. Therefore, unless you're a program of Michigan's size, it is not wise to have your most experienced members playing instead of acting as staff for your tournament. More generally, most teams will need every member as staff; every ICT in the past (correct me if I'm wrong) has had staff shortage problems. Entering a team would only exacerbate the problem and shortchange the experience of the competitors. Thus, making an offer to host contigent on a bid just doensn't make any sense if you want to provide best tournament possible for your participants. Diffusion of Criticism: Although we did enter a D2 team at Iowa, we believe that we have the staffing situation taken care of.
