I'd have to agree with Sean and MaS on this one. Ex post facto cancellation fees are inherently unfair. However, charging for non- emergency cancellations within 48 hours of the tournament is reasonable, as long as that policy is announced beforehand (as I believe Mas's gang at Illinois does). I didn't go after SEMO when they no-showed us at last year's SCT, thus creating a major disaster in that the number of Div II teams was one short of having a full round robin provide the minimum number of games. Anyway, DePauw has the right to institute whatever policies they see fit (as per NAQT rules, of course), but an ex post facto cancellation fee is just plain dumb and of questionable legality, as well as being difficult to enforce.
